‘Back to Bedlam is a review of public policy and practice for supporting people with learning difficulties which has recently been published by the Centre for Welfare Reform.
The report highlights an increased reliance on institutional services, often run by large profit-making corporations, along with a decline in support which it argues has been exaserbated by austerity measures. It is also stated that the changes in policy have not been challenged by charities, advocacy organisations or academics, which has led to the general public not being aware of the crisis.

“Government has failed to listen to people, families or their best allies. Instead policy has been shaped by inhuman drives that endanger people's dignity and their proper place in the community.”
